I have the same problem on my car. I haven't determined the problem yet but from a quick visual inspection on my car the rear facia is binding with the engine cover. Also one of the engine cover support pegs ( one on each side ) is missing. I am guessing that is why mine doesn't open. My solution is I keep a piece of string in my car about three feet in length that I loop around the engine cover latch and then by reaching in and pulling the lever and the string at the sametime. Presto - I can open my engine cover by myself. Works for me until I can fix the real problem.
