The fans should turn on at approximately 207 degrees F. Your problem may be caused by trapped air in the coolant lines. You will need to air bleed your cooling system or better yet you may want to install an Overheat Protector. You should also check to be sure that your car is not equipped with the factory installed Fan Fail Module or 35 amp circuit breaker. Both of these items have an extremely high failure rate.
