Help! Wire next to fuel filler neck! DMC Joe?

Ok, here's what happened...I decided to change the 3 bolts holding the fuel
filler neck. I did that, then suddenly discovered a wire hanging loose in
the fuel filler "compartment" when I checked the clutch fluid level.
At the same time I discovered that the 3 bolts I had just replaced did have
a nut on each, holding the bolt from the bottom up.
Well, one of the bolts did not have this nut. I looked under the car and
sure enough, there was the missing nut! I believe that the loose wire is
suppose to be between the bolt and the nut. Is this correct?
I can't find anything in the Manuals? So what does this wire do? It has an
"O" fastener on the end (To be threaded onto a bolt), so I suspect that is
is a ground wire? I believe the wire is black... Where is it supposed to be
connected...
Please help!
