Since both fans (approx. 20A current draw each) come on when you switch the A/C on the voltage will certainly drop below 13V. My meter is usually between the 8V and 13V marker at idle with the A/C on. So I'd say this is pretty normal ;-) You can minimize the instant voltage drop when the A/C is switched on by using the famous "FanZilla" module from PJ Grady. It turnes the fans on sequentially.
