In most states, driving with "white lights to the rear" is unlawful. Except of course while backing with back up lights on. I was once cited in Arizona while driving at night with my backup lights stuck on. I did not have to pay a fine but in lieu of a fine I did have to submit proof that the defect had been corrected within a specified time.
