Steve, The European specifications for tail tamp operation and orientation is different than for the US. To try to redesign the US version to match the European standard for a limited run of cars was not cost effective, instead; an "off the shelf" lamp fixture with the European specs was fitted to the cars that cars that were intended for that market. So the answer to your question is that the US tail lamps are part of the original design specifications.
