Shannon, (and fellow Canadian's on the list) You're very close on it ... when I was hunting for my 'D' I assumed I would have to bring it in from the US and checked on it, Canada Customs and Revenue Agency has this to say on the issue: "Usually, you cannot import used and second-hand motor vehicles that are less than 15 years old from a country other than the United States." As even the '83's are over 15 years ... there's no problem bringing them in; Fortunately I was able to find one of the few Canadian spec. DeLoreans (the 17xxx series) and didn't have to go this route.
