Oh Yeah!! I had this one (as have many cold weather owners) There is some water in your throttle cable line that is freezing when it gets cold enough. I had P.J. Grady pull the old cable and put ina new one and do the winterization recall on it. It involves injecting some anitfreeze in the cable housing so it will not frezze again. There is also a protective cap that will hinder any water from entering again. There is no way else to fix this. My car had spent it's first 17 years in the South...no frezzing issues there, so the recall was not performed.
