Dave,
You are correct about the headlights being connected to the wire
harnesses behind the grill and inside the washer reservoir box but be awarethat
you should always suggest that the source of an electrical problem be checked
before sending an owner into unknown areas of the car. In this case fuse #14
which is prone to fuse holder melt-down and the low beam relay should be checked
first.

Hi Jim, There are two wire harness connectors that may be
giving you this problem. One is behind the front grill, the black grill
part with the DMC logo on it, the second is inside the windshield washer
fluid bottle cover inside the left front wheel well. Pull these two
connectors apart and liberly apply WD40 to the insides and plug and unplug
them several times. I don't remember where the grounding point is for that
harness, see if you can trace a black wire to the frame somewhere and clean
any corrosion there.
