[DML] contact cleaner

Will contact cleaner work on electrical contacts that have a some corrosion 
(powderery greenish white stuff) or is filing that down the only solution? 
After getting this stuff off this there a coating that could be placed on 
the contacts that'll keep them clean and not interfere with continuity 
(kinda like putting pretroleum jelly on battery terminals? -I never tried it 
seems it would get the compartment messy?)
