Here is a trick that should work on this. Wipe off any fluid that may have spilled on the threads and any inside the cap, then put a bead of silicone sealant inside the cap. Screw it down to just where it starts to free spin, then leave it over night before driving the car. This should stop the leak. Since silicone sealant will release easily when you unscrew the cap, you can just pull out the old sealant and re-do it it each time you fill the washer fluid. Since that is probably only every 2 or three months, it shouldn't be that much of a hassle since it only takes an extra 4 or 5 minutes each time. It will require a little planning so that you can leave the car sit at least overnight to allow the sealant to cure. Just a thought.
