My D also failed the emissions inspection for several years in a row (high HC). A local Volvo specialist tweaked as best he could, including new plugs, air filter and his instruments showed acceptable levels of HC. But Maryland vehicle emissions inspection still failed it. But this year it finally passed! Tried a bottle of "guaranteed to pass" stuff from local auto store mixed with AMOCO premium, drive it for 250 miles, and combined with a 40 minute wait in line idling on a 98 degree day (engine was HOT!), it passed ! Reading was 218, failure was 220. Good luck on yours!
