James, I used to have the same problem that you describe and also replaced everything you mentioned as well. The source of your smell may be coming from the fuel sending unit. It should have a rubber gasket to seal the area. If someone has accessed this area before, the gasket may not be aligned correctly. It has a notch in it that must be seated correctly to seal properly. Since it's fix, I have not noticed the fuel smell (credit to the repair person Starling 1999). Take a look, hope this helps.
