There are a number of aftermarket stereo head units you can get which include a video display. It is simply illegal to use these to display a television image, such as a TV station or VCR tape. You can use them for a GPS navigation system (the most common use), a computer readout (say, to supplement the instrument panel) or some other information purpose I believe the rationale is to keep the driver from being distracted.
