I had this problem and it turned out to be the mounting nuts that hold it to the binnacle PCB. They had worked loose enough to still hold it in place but the connection was not tight enough hence the fluctuating reading... >From memory there are 6 nuts that hold the binnacle down after undoing them it is just a case of undoing the upper speedo cable from the back, main wiring harness from the pcb etc and then the ret of the binnacle screws are easily accessible once you have it on your lap.
