Good job checking the items I suggested. I believe from your description the problem is due to a "No ground" condition at the front frame extension. This is the ground connection that is closest to the tach. You said: "I see NO ground wires in the vicinity of the RH or LH horns..." I suspect that sometime in the past the ground wiring harness in question was disconnected and not replaced. Look around the area of the LH front frame extension for this harness, it will be in the area of the windshield washer reservoir.
