It is possible that the wires for the light and the lighter are mixed up. The light should only go on when you turn on the lights. The lighter is supposed to work all the time. A quick check would be to see if the lighter works all the time or only when you turn on the lights. This is not a good situation, you will draw too much current through the lighting system when you do use the lighter. Very easy to correct, just take the console apart a little and leaving the black wire alone just switch the other 2. Be careful with the one on the light. It is very fragile and can break easily if you are too rough.
