Matt, Not being there to see what could be wrong with your plate, it still has to line up Like this >--< and then deflect down as you start the car. That is what raises the control plunger up. If it's not aligned then the vacuum / air would go around the plate and not deflect it down. The K Jet Bosch book uses another set up that the plate goes up.
