Jon, A picture would be very helpful but from your description it doesn't appear to be a factory install or upgrade. Reference the parts manual "Steering Column 5/2/1" for details on the OEM set up. I'm %99 sure this isn't stock, but please correct me if I'm wrong. I suspect that maybe this was a feeble attempt at fixing a broken lower steering column bushing or something? I wouldn't know because I don't know what would be correct down there. I can take a picture of this interesting finding if anyone wants to see it.
