Many brake proportioning valves are designed to shift braking force to the FRONT wheels. Some are even designed to shift even more braking force to the front wheels as you brake harder. Since the weight of the car is transferring to the front during hard braking, that is where you would want the extras force (in most cars). The initial front/rear bias is usually established with different size pistons in the master cylinder for the front and rear.
