I was the person that mentioned it. The nipple to the carb bowl should have a cap on it but it really doesn't seem to matter all that much. It is important that the filter is clean and the hose comming out of the bottom is not plugged up. Mine was solid too and I thought it was some kind of insect cr-p, I am not sure. Whatever it was it was SOLID! This will cause a fuel smell if the vapors cannot vent and the cannister cannot absorb them because the filter or hose is plugged up. The OEM is a Rochester Products.
