I have dealt with California emissions and if you do it properly and tailpipe emissions are good you can go to a referee and they will give you a barcode that smog stations will use instead of your vin. it will not exempt you from testing but "rubber stamp" your conversion. shoot me an e-mail off list and I can give you some pointers on how to deal with them. I have done a LT-1 in a Cherokee with out much problems.
