Mike, I would make sure that non of the linkage hanging up. Even though WD40 is a cleaner and light lubricant I would use it liberally around the throttle body and spindle. Then I would make sure the lower screw on the throttle body arm is not adjusted out to far. Then there several other things that could be making this happen.
