hmm... I always try to over engineer everything and make it too complicated because I want it to look perfect, but I figured out how this was done. It is a single peice of indiglo strip with a black peice of cut vinyl that covers it and overlaps, the whole thing is stuck over the letters and appears flat. Then only one small hole for the wire needs to be drilled into a letter behind it.
