I had this same problem. I thought it was everything from my heater-core to the AC. It drove me nuts! I finally discovered that it was something called "Vinyl vapor" from the dash board when left in the sun (or heat) too long. There is a window cleaner made by "Eagle21" just for this problem. You can get it at Pep Boys or Autozone. I used it and shazaam, no more fog. If you reupholstered any part of your car (especially the dash) this may be your problem.
