There is a vacuum resovoir in the same space that the charchol canister lives in (over the left rear wheel in the pontoon). In fact you have to remove the canister to get at it. It's main purpose is to supply vacuum for short periods of time to keep the actuators for the A/C and heat from moving during acceleration when the vacuum from the motor isn't available. I would suspect it is leaking and/or not connected or maybe the check valve is not holding (maybe it isn't even there). The charchol canister is supposed to trap fumes from the gas tank when the car is not running. When the motor is running (supplying vacuum) it is supposed to send the fumes into the motor to be burned. There is a filter on the bottom. Snap off the bottom of the canister, the part where the hose attaches, and you will find the filter. You can get it in the local auto store or just shake it out. Make sure the hose that attaches to the bottom plastic cover is not plugged up. For the operation of the thermal vacuum valve in the coolant pipe just look it up in the Workshop Manual. If you still have the vacuum label on the underside of the engine cover it shows how it is hooked up.
