I don't know what they do elsewhere but in Massachsetts they (The DMV) will assign you a new VIN provided you can prove ownership and place of origin/debarkation. You also have to go through a physical compliance inspection. I did this two years ago with a prototype electric Geo Tracker that had no vin at all except "PROTO 2" Took about six months and they put me through hell.
