You're not supposed to have fuel coming out of the back of the accumulator. If it does, is leaking past the piston. Simply pull the hose off and see what comes out (yes, fuel will come out the loose hose from the return side, so position it accordingly). Cold start injector doesn't need full line pressure to spray. But even it will eventually run dry if you keep cranking the engine without starting.
