[DML] rust on frame

Hi,
   I now have the whole front end stripped (with the body still on) 
and i can nw see mory clearly that the front section of the frame 
that houses the rack and lower suspention arms is a little rusty. I 
can get a screwdriver under the paint and flick it off and the metal 
underneith is not rusted but a rusty colour. It looks like the 
master cyclinder has been leaking over time and contributed to this. 
What is the recommended repair for this. Can it be stripped back on 
the car and re-coated?
