First thing that I'd try would be to test the Idle Speed Microswitch. With the key in the on position, flipping the switch by rotating the Throttle Spool, you should hear the clicking of a solenoid for the vacuum lines clicking. You may also need to test the wires that connect to the Idle Speed Regulator.
