The water pump doesn't create a "suction". It can only create a pressure differential. When the system gets hot the ENTIRE system is above atmospheric pressure. The suction side of the pump has a lower pressure than the output side so the coolant circulates from the region of higher pressure to the region of lower pressure. In fact under certain conditions the suction hose to the pump can collapse so on many cars there is a spring inside to prevent that. Not too likely to happen on the heater hoses, they are smaller and stiffer.
