those were my thoughts on it.  Its only a $30 part so i'll be putting it on my list.  I've never replaced it in the 7 years i've had my car (7 years already!!) and the P.O was a dumb ass....soooooo......

This shouldn't take much effort at all to push in. I believe even
slight pressure will activate it. I'm betting the parts of the lever
that pull it back (springs?) just aren't strong enough to activate the
gummed-up switch.
