Eh, I guess it depends on how you value your time.  If you stop and fill up
when you are not empty then you have spent twice the time filling up your
tank as you would have.

That $2.50 you are saving could be lost depending on what your time is
worth.  I fill up so much that I hate to stop for gas and waste the time.
