The subject says "de-emissioning".  We are talking
about taking a vehicle with emission equipment, and
removing it....  Not old car VS new, or how this can
all be manipulated in to a marketing tactic.

At the end of the day, Bill still took a car (of any
age) and removed equipment from it that was designed
to reduce the pollutants.  By removing these items, he
is creating more pollution than he would have if he
had not removed them.

I don't remember ever once saying someone should dump
their old car because it causes more pollution.
