Aren't "propulsion" and "carburetion" synonymous?
JPL is run under contract for NASA. That's why it works. Basically
everything that goes right at NASA (since Apollo at least) was
designed & operated by JPL -- Mars missions (Viking & Rover), Voyager
(which is still sending back data if I'm not mistaken), fly by's of
just about every planet in the solar system, all sorts of successes.
They have had a couple of failures, but nothing like the Shuttle.
I don't think JPL has ever launched its own rocket however. I guess
that's why they need the boys in Florida (kind of like the Marines
need the Navy to sail them around).
