[DMCForum] Haunted car

I got a two part problem.

1) My tank has been sealed off and stored under a carport since I 
finished the fuel system, but there was just enough water in it to 
rust all the metal parts and a little on the sides. What the heck 
could that be?

2) I put in a new battery for the first time and some of the lights 
worked and the horn but nothing else. I then put gas in the dry tank 
and tried to start it up for the first time, but nothing. Not even the 
horn or lights. What would cause this? I think it may be a blown fuse 
or relay but I don't know electronics.
