It absolutely can make a difference. It forces the air to move through the
cooling fins instead of around.

The temp slowly rises and keeps going until it boils over, past the center
line.
I always kill it before it gets there.
It does this on the highway also, you would think that the wind would cool
it down enough.
However, I am missing my plastic shroud which I am sure helps, but can't
make that huge
of a difference? If you are cruising with the AC off on the highway, but
when you turn
that AC on it overheats quick.
How do you control the voltage to the fans?
