In addition, if you lift up or press down on either side and it doesn't
rebound then you can probably bet your problem is the shock or bushings.
Where was the car when you measured this and from where did you take the
measurements?

Yes it sounds like you need to check the springs to make sure they are
both seated properly. It sounds like one of them isn't in the rubber
seat properly. If the springs are fine you could have a sticking joint
or defective shock.
