The helicopters work in Ceylon.  It really depends on how long the 
cables are.  

Locking doors to the roof on a high rise is not a standard practice.  I 
 worked on the emergency plan for the Sears Tower.

Check into the history of the 1993 evacuation and the pissed off fire 
department who did have a helicopter who were upstaged by the Police 
Department.  

After 1993, the NYC fire department DEMANDED under citation that the 
roof doors be locked.  Stupid infighting - dead people  that could not 
be rescued.
