The accounting was done properly.

The article points out that the accounting both before and after the 
change was acceptable under Generally Accepted Accounting Practices.

The fine was only because they had an obligation to report the change 
to the SEC and didn't until 1999.  The fine wasn't because of any 
illegal or unacceptable accounting.
