If DeLo shoulder belts are like most others of that vintage, there's
cogged teeth on the spool and a little metal bar that engages them
when forward momentum flips it that direction. Sometimes leaning
forward too suddenly can do it. If so, try leaning back just a hair
(just enough to let that bar disengage), then lean forward again a bit
more slowly.
There should be a light tension spring that keeps the engagement bar
away from the spool. Make sure it isn't rusty or otherwise unable to
move the bar in the other direction.
