No, if you have 12v on both terminals of the pump, you have a bad
ground somewhere...
I'm a late comer to this thread, but here's my suggestion (flame
alert, flame alert):
Jump the RPM relay. This will shoot juice to the pump without even
engaging the main relay (turning the key).
If you don't hear the pump spinning check for voltage in and a ground
out. You can rig up a temporary ground with some wire to any known
good ground. Why not simply run it back to the engine compartment and
attach it to the block -- if your block isn't grounded your engine
won't run anyway, and this is all an exercise in futility. Bypassed
inertia switches seem to be somewhat endemic (Rich, Mike C, Dave
Stragand, and I have all had them).
If you hear the pump spinning, pop out an injector and place it in a
bottle. Then simply lower the air sensor plate by hand. If it sprays,
you've got good fuel pressure and can begin other diagnoses. If it
doesn't spray, all the starting fluid in world isn't going to help you
(unless you plan to run a tube into the passenger compartment and
spray it as you drive down the road. That's not a serious suggestion BTW).
I ran into a fellow at SEDOC who had a main line pressure problem. Car
would eventually build up enough pressure to crack the injectors, but
only after the pump had spun for several minutes. He was feeding it a
steady diet of starting fluid until that point, then closing the
louvers and driving off. The joys of DeLorean ownership...
