The car in that photo is a SMART car made by Mercedes and Swatch 
(yes the watch people). Very economical, 600cc engine, 
interchangeable plastic body panels etc... 

They are becomming quite popular for city dwellers througout europe, 
a right hand drive version came to the UK earlier this year.

Panels just pop on and off and you can choose from thousands of 
designs.... you can change all the body panels for different 
colours, multicoloured, I have even seen one with a photograph which 
had been transfered onto the body panels, all good, cheap fun.
