By 'boot' I meant the over all finishing cover for the entire assembly.
In
the eBay picture what you see would drop in the tank and a clamp would
attach around the black rubber piece holding the pump, and the 'boot'
would
cover all of this, at least that is how mine was assembled.  Maybe we are
saying the same thing in different ways.  I really need to get a new
digital
camera.

You've described something totally different than me.

I said that the clamp goes over the inner and outer boot, you just said
that the boot goes over the clamp.  I don't see how the outer boot would
go over the hose clamp (or why).

Rich, you got it wrong again, you said "the upper/outer one that the
wires pass thru was toasted".  The wires pass BETWEEN the boots.  Only
the two fuel hoses go through the outer boot.
