That is because it is rude to offer someone $10,000 or so less for
their car than it's worth.  With all the dented panels and hidden
issues I am sure that's not a $14,000 car, but it is closer to that
than $4,000.  This trick is NOT to piss someone off, rather to work
with them.  That's why 15 year olds aren't allowed to own cars in MN.
