If you use strobes you'd have to run it off of the battery for sure. I'm
not
sure how expensive they are. You might want to call a sign shop that does
neon and such and see what they would say. Unless you have the ability to
bend the strobes and such, it might be kinda expensive.

I cut out the window with a Dremel. You could use a RotoZip or something
like that. You could also drill out the corners and slide a saw through
the
hole and cut it out by hand.
