I don't think your Volvo guy is correct.

If you pinch the return line, the pressure in the fuel distributor will
increase causing more resistance on the plunger, resulting in more effort
needed to move the plunger causing a restriction in the system.

Most of the performance hop-ups on this type of fuel injection system
include lowering the fuel pressure, not increasing it (as is done now with
EFI).
